The INF File Explorer will help you in "reading" and analyzing of Windows' INF and INI files, and you will also find an option to directly modify those settings in the registered version.
The AutoRun.INF file tool supports you in creation of configuration files which tell Windows what program to start when the user inserts a CDROM (created by you) into the CD drive. You may also define an icon to show as symbol for your CDROM in the "My Computer" (or Windows Explorer) menu on the desktop.
